A ship of mine seems like it's consuming materials without using them to actually fixing anything. It requests repairs, and all the panels show that it is being fixed, but the health remains at zero.

| Black Holes and Temporary Sub-Space |

It might be interesting if every month or so, all the new black holes would open up wormholes to a small area of sub-space, maybe a few sectors in size. Inside this sub-region are exotic materials, and controlling a majority of the space grants empire-wide bonuses to the empire holding the most territory. After a week or two, the region collapses in on itself and all cities inside are lost. Any cities and ships inside are destroyed, and avatars teleported back to the main galaxy.

Buildings without capitals are entirely undetectable unless in their system and still function fully. They should still show up on the starmap in the same way that normal cities do, maybe labelled as "structures present".
