A capitol building acts as the town hall for a city. It is the seat of government for the city. However, to include other buildings in the city, one or more police stations are needed to claim jurisdiction over an area.
The city can be declared as the capital city of an empire. The capitol building can however be built in all cities without consequence.
Declaring Capital
To declare a city as a capital city:
- Stand at the capitol building plot
- Open the Building (F10) window
- Depending on whether you want the city to be the empire's capital or the current sector's capital, click either:
A city can be both empire capital and sector capital at the same time, which is the same as not having a sector capital in that sector.

City Management
When in the chain of command of a city, it is possible to control all building manufacturing processes from the capitol building. This is done using the City (F10
) window while standing at the capitol building's plot.
This window displays all of the buildings, with their location, distance from you, quality, and number of levels. By selecting a building, a traditional City window appears in the lower half allowing you to run/change any of the manufacturing processes of that building, including construction.
The refresh button in the top-right corner of the window updates the list.
