The mass media building is used mass produce technology disks. It can also give a morale bonus when set to provide positive bias.
Technology Spread
Each level of the mass media building will produce one technology disk of each building type in the city at every city report cycle.

Media Management
When in the chain of command of a city, it is possible to manage the spreading of technology. This is done using the City (F10) window while standing at the mass media building's plot.
Each technology can be set to create disks with positive or negative bias. The bias is secretly saved on each technology disk that is produced.
