Apartment's are one of the five buildings citizens can live in, the other four building types are Farms, Orchards, Houses, and Condominiums.
Homes
Apartments can be built up to 32 levels per tile, depending on the construction material. Each apartment makes one job and each level provides space for 4 citizens to live. This means a 4 level apartment supplies 16 citizens, or 15 productive citizens with one citizen as a janitor.
If you build to the max height for your selected building material, you can refer to this table to see how many homes you will gain.

Cramped Living Penalty
While apartments provide the best ratio of homes to maintain jobs, there is a morale penalty for having only apartment homes or too many apartment homes.
If more than half the available accommodation is in apartments, it will result in cramped living conditions and cause a morale penalty. This will show up the city report's moral section as; "-3 cramped living conditions too many residents that are not apartments.
A simple rule of thumb is to build apartments and condominiums in pairs of 3 and 4 respectively.
