Enables the city to be declared as the capital of an empire. The capital building is required, along with the bank, if you want to collect taxes from your citizens.
The number of levels and TL of the capital building makes no difference.
Declaring Capital
To declare a city your capital, open the Governance (F12) window, scroll to the Places tab, and select either "Declare Current City to be Empire Capital" or "Declare Current City to be Sector Capital", depending on whether you want your city to be the empire's capital or your current sector's capital.
City UI
If are in the chain of command for a city, you can control production from the capital. Simply stand on the capital and open the Labor (F10) window. This window displays all of the building tiles, with their location, distance from you, Tech Level, and number of levels. By selecting a building, a traditional labor window appears in the lower half allowing you to run/change any of the processes of that building, including construction. There is a refresh button in the top right hand corner of the window.
