An empire's laws and themes are controlled using the empire policy settings.
Empire Flag
Allows changing of the empire flag.
Contrail Color
The contrail color is simply an option to set visual color of spacecraft and space vehicle engine contrails.
Empire Theme Colors
Empire theme colors are used by some building blueprints and spacecraft blueprints to add custom per empire colors.
