A banks is required in order for a city to collect taxes from it's citizens, as well as sending tribute to the capital city.

Banks also allow an avatar to collect government debt and request loans.

Banks can also be used to mint cronodollars using metal, magmium, or vulcium

The number of levels and TL of the bank makes no difference.

Bank Management

When at a bank, it is possible to loan money and manage the city's treasury using the City (F10) window's Bank tab.

Still better than an ATM.
