This building will allow you to repair your Spaceship at a slab in it's city or nearby spaceport. Private ships for a fee, subsidized ships for free.
To repair you must turn off all of your ships systems, you can do this by using the command in the spacecraft command menu : "Repair the Spacecraft; Rig for Repairs".

It is also the source of upgrade modules that it can sell as cargo or install via the 'service spacecraft' button on the Communication Window (F3).
