Banks allow a city to collect revenue from it's citizens, as well as taxes and sending tribute to the capital city.
Banks also allow an avatar to collect government debt and request loans.
The number of levels and TL of the bank makes no difference.
Bank Management
When in at a bank, it is possible to loan money and manage the city's treasury using the Labor (F10) window's Bank tab.
