Biodomes are massive structures, that when constructed can make living in harsh environment cities easier.
Plant life may grow inside a biodome.
Construction
A biodome will have to be big enough to have at minimum of 6 pillars. The pillars may not be on top of buildings or roads.
Airport terminals can not be constructed inside a biodome, and a biodome can not be built over an airport terminal. The landing of a spacecraft inside a biodome is not prevented in anyway though.
Harsh Environment Enclosure
Inside the biodome buildings will not have harsh environment enclosures, but they will still require the extra materials to make the harsh environment enclosures in case the biodome fails or is destroyed.
The inside of a biodome is breathable. Air is not required for this, but it also does not alleviate the need for air used by the city population.
