Blank disks are made at a electronics factory using either metal or plastic.
Spacecraft Design Disk
Spacecraft design disks are created using a blank disk at a design studio.
After saving or loading a design in the design environment, a "Burn CD" button appears.

A building design disk can be sold to a design studio by the architect to publicize it for empire-wide usage, or it can be used by the holder while it is in their inventory.
Mission Disk
Mission Disks can be created from aboard a spacecraft using the "Burn Mission Disk" button on the Spacecraft Mission window (Shift+F2).
The mission can then be loaded from the disk using the Load Mission and Add Mission options.
