Paper is used mostly only as a media building designs, but can also be used for leaving notes using the inscription mechanic. It is however mostly unused as it is easier to just use disks, which can also be used for spacecraft designs.
It is possible to inscribe a building design onto a paper, once inscribed it becomes read-only.
Paper is made at the lumber mill using either logs or lumber.
Most notable is the paper from Haxus that new avatars using the Reach for the Stars starting scenario spawn with, containing a welcome message and a few hints on what to do.

Welcome to Hazeron Starship. The environment provides everything you need. Your hand cursor forages from rocks, shrubs and trees. Use the Gear window to handcraft things. Handcraft a fire to ward off wild animals. Take time to explore the area; there is no hurry. Forage and handcraft useful items, such as a backpack and a medical kit. Barter items with the people of your village. The healer gives first aid. Find a place where there is metal and oil nearby. Top-down view (Backspace) shows resources; backslash (\) changes what is shown. Use the Construction window to build buildings. Build a mine to gather stone; use the Quarry by Haxus blueprint. Build a farm for food and shelter; Pioneer Cabin by Haxus is a good start. Build roads to connect buildings that are far apart. Food and equipment is bought, sold and bartered at buildings. Retail stores sell most non-food items. Cantinas sell food and drinks. Grocers sell food, drinks and medical supplies. Buildings with a store will sell what they make and buy what they use. Stand at a building and use the Building window to access its store. Handcraft a flag to form a government. Build a capitol to be the seat of government. Stand at the capitol to get reports and manage construction and manufacturing throughout the city. Build a police station to enforce the boundary of the city. Build a bank to mint money. Build an aircraft factory to make space rockets. Go to the aircraft factory and look at the Building window. Build industries to make the things needed to complete construction and make the rocket. Make hydrogen at a refinery to fuel the rocket. Make environment suits and helmets at an armorer for protection in space. When the city has rockets, fuel, and environment suits and helmets, Rocket Training begins automatically. Use the Cities and Bases window. Right-click a city to request reports.
