Houses are one of the five buildings citizens can live in, the other four building types are Farms, Orchards, Apartments, and Condominiums.
Homes
Each house makes one job and each level provides space for 2 citizens to live. This means a 4 level house supplies 8 citizens, or 7 productive citizens with one citizen working as a janitor.
If you build your house to its max height, you can refer to this table to see how many citizens you will get.
