I had an instance on my main where I abandoned the tutorial part way in. Targoss kept following me around so I took a swipe at him and hit so I finished the job and killed him. After which he respawned and restarted the tutorial from the beginning. He wouldn't let me kill him this time so I refused the quest this time around and e left.
The good part is I now have the Targoss skin suit, the bone sewing needle and his head
