The broker is not used for personal trading in new-style cities. Brokers are only used to trade with spacecraft and to send shipments.
For personal trading, go to a retail store, grocery or cantina.

In your new-style city, go to a retail store. On the building window, go to the store tab. In the lower right corner, click the "Offer to Sell" button. Then attempt to sell your items on the channel that opens.
