An empire's laws are expressed using policy settings. Policy settings can only be changed by the President and Vice-President of an empire.

Government

The government type define the way government office positions are given and received.

Trespass Policy

Trespass policy determines what happens when a station or city detects a neutral station or city on its sensors.

This is used to automatically declare war on neutral empires that build a city on a claimed planet or within the same solar system.

Allow Trespass

Ignores neutral stations or cities.

Prohibit Trespass On Settled Worlds

Declares neutral empires to be enemy when their cities or station are detected at worlds where you have a city.

Immigration Policy

Immigration policy determines how easily players can become members of an empire.

Open

Permits all players to join an empire. Players that join the game are presented with a list of empires that have capitals and an open immigration policy. Players who lose because they have no more spawn points are reassigned to an empire with a capital city and an open immigration policy.

By Request

Permits other players to request entry into an empire. This request must be accepted by the emperor. With this policy, the emperor may also invite people to join the empire. The empire does not appear in the list presented to new players.

By Invitation

Restricts entry only to those who have been invited by the emperor. The empire does not appear in the list presented to new players.

By Password

Similar to Open, but also requires prospective citizens to give a password in order to join your empire. Appears in list presented to new players.

Right to Found Cities

This policy determines where empire members can found new cities. This only applies if the member doesn't have chain of command over the planet.

  • Citizens Are Not Permitted to Found Cities
  • Permitted on Worlds with No Cities
  • Permitted on Worlds with Enemy or No Cities
  • Permitted on Worlds with Neutral or Enemy or No Cities
  • Permitted on Worlds with Friendly, Neutral or Enemy or No Cities
  • Permitted on All Worlds
