Military HQ Spam Exploit

It is possible to place additional military HQs while the there are no finished military HQs on the world.
This means that you can place more than one military HQ on a world.

This can horribly exploited, which the Weltreich empire has demonstrated to infuriating degree over the last couple weeks.

See attached pictures. Red dots on the map are military HQs.

Also the (Bug report) Power Plant Prevent Military HQ Demolition/Destruction bug makes it impossible to get rid of them even while they are under construction.

Seems fair to remove all military buildings on worlds that have multiple military HQs.

Getting rather tried this exploit, having to bomb 10 underground military HQs just to recapture a world.
Not to mention the insane amount of them on my homeworld.

And Weltreich continues to exploit this to ridiculous levels.

This is what you see if you right-click the system in the starmap and going to one of the options with multiple cities.

This isn't a bug because there was no limit placed on the number of military HQ buildings.

That said, the consequence of placing lots of them is very annoying and it serves no useful purpose.

One HQ is enough because you have to destroy all other military buildings first, before the HQ. It doesn't matter what those other buildings are. Other HQs is not particularly useful and it is only confusing.

I changed the build rule for military HQ buildings. They can no longer be built on a world that already has a military HQ building.

Existing worlds with multiple HQ buildings were left unchanged. While a nuisance, the extra HQs do not cause problems.

Only note about not being about to build more than one Military HQ, was on a single wiki page I wrote. So maybe this was mostly an issue created by a misunderstanding on my part.
But it was definitely a nuisance.
