The second Pan Galactic War (abbreviated PGWII) was a war fought between West Galactic Federation, the Klingon Empire, Empire Rocket, and Rumia Empire.
The Second Pan Galactic War was a conflict fought between two power blocs, the West Galactic Federation and the Klingon Alliance, consisting of a few major empires and many minor empires. Prior to the conflict, diplomatic attempts by the Stellar Syndicate and Empire Rocket to reduce Klingon imperialism failed, and several new empires were captured by or forced to join Klingon Empire and Rumia Empire. With the casus belli of protecting new empires that were being taken over by the Klingon Empire, the WGF declared war on the Klingon Empire and Rumia Empire. The conflict lasted around 7 days, but most of the fighting was over by the 4th day into the conflict. The last 3 days were mostly minor skirmishes with both sides trying to work out the conditional surrender of the Klingon Alliance, and a subsequent peace treaty. This war also caused a massive power shift in the following 2 months. Additionally, major game changes were implemented just before or during this war, such as the removal of the Galaxy Viewer, the addition of the Star Map, and the change of galaxy shape.
WGF Perspective
The following account is from a WGF perspective.
WGF Declares War on Klingon Empire, Rumia Empire and their allies; in order to stop a severe culture of "noobstomping" being born in the East. Much forum and galactic chat drama erupts, with Klingon and Rumia immediately going to vicious personal attacks as they try and convince the galaxy that we are coming for everyone. Empire Rocket was asked in PM's a couple of days before not to join if something were to happen, since it would end badly for them. They joined anyway. Klingon/Rumia confidence jumped up immediately as they thought Rocket joining guaranteed the WGF would lose the war.

Day 1
Battle of Q'onos - WGF immediately starts raiding Klingon space, taking the Klingon capital. We wait for the defenders to come so that we can identify which players in the Klingon Alliance are actually going to fight us. After a battle, WGF loses 1 ship. Klingon loses 2 ships. Klingon retakes their capital. WGF forces also destroyed Shawn Metts in his ship during a fleet battle (extracting many tears) before capturing most of the Thuulian space (also extracting many tears from Darius). Thuulian surrendered their surviving territory to Klingon to avoid complete destruction. Server Outages made combat difficult.

Day 2
Battle of Azuramia - The next day WGF attacked the -Galactic Marines- and took (and reinforced) their capital. Many ships were stolen, including the legendary Battle Barge - an atmosphere harvester upgraded with a weapons module. Lots of ships were destroyed. Klingon Alliance attack was driven back.
We had also destroyed Nova Federation earlier in the day.

Day 3
Hours later, another fleet of 3 ships, lead by TJ, turned up to liberate the system. With our newly captured ships, we went forth and destroyed the enemy fleet. The Battle Barge scored another kill against the ship TJ was manning, after our fleet had killed the rest of theirs. Klingon Alliance raided Old Hek, destroying several empty and abandoned Syndicate ships in the dead shipyard - Empire Rocket led the attack. WGF showed up and destroyed Martoks flagship with him still aboard, leaving him around a star in a space suit. Meanwhile, WGF moved ships into the galactic core and destroyed many active enemy ships on the ground, some were packed with officers.

Day 4
Battle of the Core - WGF attacked the Galactic Core in force. During the initial attack we stole 1 ship, and then lost it in a fight against Martok manning a Klingon battleship. Our other ship, a Strike Cruiser, escaped with heavy damage and we began to capture some of Rockets systems. Klingon Alliance ships chased us around the core, trying to recapture the systems we were taking off them. We then turned around and headed for the Rocket shipyard, destroying a couple of ships, then headed for the Klingon Core system. Martok followed us, but was destroyed when WGF reinforcements spectacularly arrived just in the nick of time from the West. After this the Klingon's had no more ships in the core, and we mopped up the rest of their systems. Victory in the Core Theater. Later on, Rocket ragequit after losing their ships/systems.

Day 5
We headed to Rumia space. Fasgort apparently tricked us by handing over most of his systems to us. Yeah... ok. We started to take some Rumia cities but they were undefended, abandoned and heavily fortified. Rumia also posted an "im out" thread. Volsung raided the Klingon shipyard at Archanis, destroying many (10+) ships and capturing several systems. Klingon tears. Syndicate forces also retook all of our old territory which Rocket had captured from us. We posted a request for Klingon to surrender to us on the forums.

Day 6
Many empires surrendered to us, like Galactic Marines and Thuulian - they were given their space back. Other empires unallied with Klingon in order to protect themselves. The Cascade Failure was now in full effect.

Day 7
We posted revised terms of surrender and Klingon agreed. TJsoldia of Essayons empire also agreed.
The war ended with Klingon space cut by half.
Empire Rocket had a regime change.
Rumia was forced into hiding.
Rumia Empire Perspective
The following account is from a Rumia Empire perspective.
Rumia Empire origin
Rumia Empire was a solo-player empire ran by Fasgort, started in Sept 2012, until October 2012 where it was dismantled. Rumia Empire employed a territorial diplomacy, claiming a 3x3 block around their capital city, ensuring enough space to find most of their TL32 resources. New empires started in their space would be contacted to declare intentions, only having 2 registered encounters, one by another solo-player empire who joined Rumia Empire and ran it as the co-leader, and the second encounter by an inactive empire who was dismissed.
In the two months of activity, Rumia Empire achieved a max of TL23 ships, lacking enough time to prosper and create the basic infrastructure around the TL32 resource planets that were in their space. During that time, Rocket Empire's public shipyard was used to create a few TL32 ships to boost their economy.
Diplomacy with other empires were restricted to non-aggresion pacts with Klingon Empire and Rocket Empire, while remaining neutral to other empires. Rumia Empire only demands were to be allowed peacefully into their 3x3 sector, roleplaying as a isolated territorial faction. They would be a very active empire involved in diplomacy nonetheless.
Pre-war events
Most of the events pre-war period have been forgotten, some few things I can remember were about some troll (I think it was TJsoldia? Sorry if it weren't you) that ran into trouble with a few empires (even declaring war on Rumia Empire, that was quickly voided for some reason, and provoking Martok wrath at the very end, getting wiped by Klingon Empire.
It was also the time when Rumia Empire decided to claim their own small pocket of space after learning the basics of the game and building a very few cities, hoping to interact with the rest of the community.
At some point, Stellar Syndicate was founded, with many players (around 6-10 maybe). While I personally didn't know about them, I think they had a past with the game and were already experienced.
WGF creation and claim of the left sector of galaxy
Eventually Syndicate made their move and "peacefully" claimed half of the single galaxy in the universe, covering many small empires. Empires who were located inside WGF space were invited to join WGF or "kindly reallocated" out of it. It was seen by the community as a very aggresive gesture and it quickly became a war. Many empires were forced to side with WGF to avoid war, and the active empires in the East side joined to stop WGF.

Rumia Empire activity on the war
This is funny, but here it goes. We only had a single battle. Since we lacked TL32 tech and resources, we made a TL32 ship in Rocket Empire shipyard, that was chugging more ships for the other forces in the alliance. We ended joining a battle in some planet, where we ended in a 1v1 encounter with a Syndicate ship. Our ship design wasn't good enough and we were forced to disengage. Eventually we came back and found no one around and parked in a city. Somehow, someone glitched through our hull and got into our helm and dived the ship at full speed into atmosphere, blowing the ship up. We retreated into our space and that was it for us.
The was went along their course and at the end Syndicate had more players and activity to overtake Klingon and Rocket forces. When Syndicate came for us, we got a ship with TL32 tech and fared into a remote unknown region to rebuild. At the end, we weren't motivated to rebuild and quit.
Post-war
Pretty much what I know is from years after, reading old forum posts. Syndicate had a full shitposting effort in the forums. I personally had to ask Haxus to remove very severe personal accusations that had nothing to do with the game. Lexx from Rocket Empire was never seen again in Hazeron, and seems like Martok keep playing somehow. Since there weren't much of a community in that period, Syndicate was allowed to have their own claim in the universe with no opposition.
