The command and control station, also known as a Captain's Chair, is placed on the spacecraft bridge and functions as a central command seat, allowing an avatar to access key spacecraft systems from a single spot. So long as there is a third party (NPC or avatar) seated at the console your trying to access.
NPC Officers will prefer to be seated at a command and control station, though this is not required for them to perform their duties.
Hotkeys
Ensure you are in mouse look mode. These won't work while using the hand cursor.
