The space vehicle launcher is a system that can be added on a spacecraft which launches space vehicles. This allows space vehicle parking spots to be in rooms which have no exit launch tube or door, and also allows vehicles that have been moved inside the ship to be launched.
It will automatically grab the space vehicle, and move it to the launch zone specified in spacecraft design, once launch is requested with the Request Vehicle Launch command, default Shift + M
