As stated in title, city limits cannot cross into or out of water--meaning, depending on where you built the city capitol any buildings built underwater or on land are not counted as part of the city.
Furthermore, if you try to build a police station in the water/out of land, it will not even let you. You can only build them underwater if the capitol is underwater, or on land if the capitol is on land.
This makes managing cities that include both underwater and land buildings a pain as the city report does not accurately list all the buildings and jobs, and you cannot use the city capitol to its full effect.
