COMM ISSUES

Have not been able to order any of my ships to go some place using Fleet comm. All ships do have Officers and will follow orders when I'm on board. Ships will not follow any order from Fleet Comm and they do respond to my fleet hails and show up in comm channel and I do select  a ship in comm channel to send orders to.

Is the order added to the spacecraft mission?
Is it the current (topmost) order?

Accepting missions I'll have to test, but I know they won't complete the current mission on their own unless you give them the con (I do this for refits all the time, so the crew has the ship ready but the officer won't just automatically repair it)

Order was given thru Fleet Comm. Hail and selecting the ship to give orders to. Ship was at a space station in same system.
Ordered it to orbit over city I was in with a do once order.
Officer had the con and there were no other orders. Office did acknowledge order to orbit city I was in.
Can't remember if maps had been refreshed that day.
Waited 10 mins for ship to come to city and ask for and received ship status reports 3 times in 10 mins to see if was moving. Forgot to check Fleet mail.
Been dealing with other game issues so have not had a chance to try this again.
