Ship has Q210 Hydro, jettison all, buy from station at Q239, shows up in manifest as Q24.
It also happens if you don't jettison hydro. Had Q239, refueled and now have Q68.

This essentially immobilized my fleet unless I manually buy fuel for each and every ship. Via mission order it's borked, turns high Q hydro into fail Q hydro and blows ships up...

Please fix, I've already lost about half a billion hydro.
