Ringworlds not always providing power to street lights

I noticed that on my new ringworld city, despite the fact that all manufacturing processes have electricity, most of the street lights I place glow yellow like there's no power 

They should be bright white

Couldn't it be linked to the rule that makes military buildings to not get natural RW electricity ? I mean street lights may be different from "city" buildings, and Haxus may have forgotten them when allowing power usage ?

Doubt it, a few of the lights do get power, but seemingly only one or two

Update: Seems every time night happens, 2 randomly selected street lights get power and glow bright white, while the rest stay yellow/orange
