I don't work with a lot of hardware, so while most of the post was interesting to read I simply don't know much about the subject.
This part on the other hand I know a bunch about. I hope it is a misunderstanding therms, because routing static IP-addresses is like the easiest thing a router can do and even more so when we are talking so few. So I assume it has to do with allocating static public IP-addresses via DHCP, because I can totally imagine an ISP not being used to that. But it still makes it sound like they send you a home router made of paper and sand at first.
