Capitol city was not changed. I do not have governing authority to declare it the capitol.

Rævehjerte is now the galaxy capitol of Shores of Hazeron.
Cities with banks collect taxes. Set tax rates using the Governance window. 50% of taxes collected by Foxtail cities in Shores of Hazeron will be sent to Rævehjerte, or to their sector capitol, once per day. 50% of taxes collected by Rævehjerte will be sent to the empire capitol once per day.
Taxes cannot be sent across the Sigma Discontinuity.
