There is no "Q" next to the key, that means the requirement doesn't affect quality of the product.

While researching patents fetches the QL of the required patent in this case the magmium as seen above. Once I lowered the Q limit below the magmium patent, the vulcium patent

You might be right there yeah. It doesn't fetch the patent if it is lower quality than the manufacturing line's minimum quality.
That would probably be a bug yeah.
Wonder if it also prevents fetching other tools that are below the minimum quality setting. For example hammers. That would be horrible.
