Imo that's not a good idea. Admitting an average system have 5 planets and 5 moons, we got 20 zones (5*3 + 5). Also, we have more or less 30 ressources per zone (including food), that mean you had 1 of 16384/(20*30) = 27.3 to get at least one Q255 ressource on this average system, and now 1 of 10000/(20*30) = 16.6.

Your math is wrong, but I agree with the general sentiment. High quality resources should be very rare.
