Resource Quality bug has returned

This seems unlikely, having spawned this character in a remote section of space, unless I'm unlucky enough to have spawned in an area travelled by a very old empire. I'm seeing some systems with the issue, and some not. I have not had time to map them to find out if there is a path of old generation.

I am shocked that this issue has existed since April or earlier though if that is the case.
I guess another good reason for a reset before release.
