The fact that you would retire after winning would not stop someone else from becoming even more dominant than you are now and using the same tools to enforce it. Though what you say about the state of play is quite true.
For people who want resets, we could add a small, fast-paced zone which resets periodically and after a certain number of its systems are conquered by one player. I really do think that small addition would bring back a lot of players who just want to fight and have fun without worrying about building something very unique or lasting, while not crushing the hopes of people who want their actions and creations to be more lasting. It is the natural complement to the neutral zone.
