More workers than Pupulation

My colony has a population of 17 yet my treatment plant has over 250 workers... What?

If you have more than that one city on the world, or homes that aren't part of the city, this makes perfect sense.

I do not have other cities on the world nor are there homes outside of the cities boundaries
