But 'tiers' probably won't fix that. There should be a bit more features and resources that are rare around 'habitable' stars, be that plasma, fusion isotopes (as opposed to fissile/fission isotopes) ions, or some other reason to colonize.
Or game just shouldn't start you in a system that has a full spectrum of existing resources...
