Reports From new Cities Outdated

Reports I receive from new style cities are often hours out of date, and cannot be updated to more recent ones using the refresh button on the report. Old style cities in the same system send their reports on time.

Edit:
The reports are updated when I re-enter the system. It seems like the cities need to be loaded to send reports?
