Wow, as a outsider who just happened on this game. The server needs a serious wipe when you have one player, Mr. Mortius, able to conquer nearly half of the systems through a exploit. What kind of system is that? Why would I buy a game where there is literally a dictatorship?
What balance mechanics are planned?

Welcome, captkirk! We are always glad to see new people.
Which exploit are you referring to? There are currently 473,961 solar systems (with several million planets) generated within the game. You can always generate new ones by flying somewhere unexplored. Mr. Mortius has cities in 359 systems, most of which his empire colonized by itself. He has also taken some away from inactive empires and enemies, but I don't know if an exploit played much part in that.

I'm a little curious which exploit you think I've used? I've played the game in this universe for three years now, it's been slow and steady progress. It may just be my opinion, but as far as balance goes, an empire that's been around that long, when compared to the ones that continuously come and go, should be more powerful. In any case, welcome to the game.
Generally, I keep to myself. I'm a little surprised that, being new to the game, you know that there's some sort of dictatorship (There isn't). It's a few specific people here that've painted things as if I go around conquering everyone. The only times I really interact with other empires is when they've been inactive for at least three weeks (usually more like two months, and I still won't likely do anything), or if I am attacked first. As Vectorus said, the vast majority of the systems and cities my empire holds are ones I've built myself over those three years.

Ah, I see that the fabled warmonger Mr. Mortius is back at his vicious noobstomping. Watch out everyone, he'll eat your citizens then set fire to your cities!

Simply asking him not to raze you is good enough. Mortius is a stand up guy. He's always stopped his assaults once he realizes your empire isnt another decaying afk husk. I'd be in his empire embrace him with starlight any time.
