Definitely sounds like you haven't looked at the current game. There currently is no technology system apart from patents, and they aren't really a technology progression gating mechanic.
Right now we have a blank slate that we can hopefully add a technology system onto later.

Not sure forcing players to solve math/chemistry/physics tests would be any fun. We would all just google for the answer.

While some protection from none war attacks would be interesting, I don't know how it should work or what the goal of such a system would be. But right now with the new-style building system, it is so easy to wipe another empire out without giving them anything to recapture or salvage.
