I think I know how to counter this approach.

You most definitely did, very well done you have reached a new low. Literally and figuratively.

Weltreich literally lowered a mountain on my homeworld (Tail V) to undersea level, placed an underwater HQ (Zyly), built a floating sea platform on the sea surface over it, and then deleted all terrain grading.
Only way to get to this HQ is to dig down beside the platform and dig your way in under it. None of which can be done with weapon bays as there is no target, so have to manually dig using bombs.
But of course a number of buried floating platforms are also around it.
