no population, full labor

I'm noticing multiple colonies with 0 population, and 0 morale displayed in the city report.  They do however still run all processes, as though they have full population.

I notice this most often with moon bases.

Do those cities have homes inside its jurisdiction? Did you build a police station in the city?

There can be homes outside the jurisdiction, those citizens will work in a city without issue as long as they are connected to the factories.

I have also experienced this, on multiple occasions, on different planets.

The cities do have homes inside their jurisdiction, it shows in the report menu.

The report menu does not show any population or morale, It seems to return to normal after leaving for a few hours.

The report also seems to be a bit condensed, the Homes, Moralle, and Jobs sections all pushed together. Pretty sure it's a report bug.

I have seen this too yeah. The city report's format is messed up.
Might be useful if someone could post a picture of it. So we know if we are talking about the same thing.

I have this issue in a few cities, in varying staging of messed up. Some it is just the population section that is indented and merged into the morale section, others it is also the homes and jobs sections. I will get some pictures of mine tomorrow.

Here it is. Happens most of the time. And I think it happens when population of a fresh city dies out completely (mostly from starvation because importing food is not the biggest priority for new style cities), but I'm not sure. After some time it repairs itself in an hour and starts counting pops and morale normally.

If this is just an issue because population is zero, and it keeps going back to zero every time a citizen immigrate because of VERY HIGH morale penalty. Maybe we should be able to see morale modifiers while there is no population. It is hard to fix morale issues if we can't see the morale after all.
