Fixed an error that caused all broker shipments to be delivered at 2x lightspeed, unadjusted for broker Q, which did not match the estimates.

I would still rather prefer that tge shipment travel speed was a static 2x lightspeed. It never felt right to have it scale like that, the original 2x lightspeed was easy to work with. Scaling with QL is even worse than scaling with TL was, because QL increase is non-stop and the effect isn't linar.
