Old Style City Nerf

I appreciate the advance notice. I'm still in favor of a complete universe wipe for a fresh beginning, but old cities only works as well. Turning them into capitals would help to preserve important locations and resources until they can be built up again, and would be greatly appreciated. Officer immunity from suicide would also be a very important thing to consider.
