I don't know if this is a bug or operator error.
I am unable to board an officer to my ship from a new style city. Old style ship, if that matters. Officer is available, as are berths on the ship. Tried from orbit, at the airport and at the military airbase.

Land at the airport, hail the Hail channel, go new channel opened by the airport, request an officer to board from that channel.
Haxus, I still think that maybe airports should be moved to listen on the Trade channel. It is consistent with old behavior and the Hail channel doesn't have the needed buttons to handle boarding request.
You could change the name of the Trade channel to something else if it is only because you don't think it has to do with trading. So the Hail channel is again only for spacecraft and to spacecraft, and "Trade" channel being for communication with cities and other surface structures.

I changed airports to listen on the Trade channel instead of the Hail channel, pending next server update. Base air terminals also listen on Trade now.
