Ok so Markonn helped me figure it out.
So the issue is only when researching patents. Normal manufacturing needs to fetch the QL of the patent so it knows what the final product is or what the limit is.
While researching patents fetches the QL of the required patent in this case the magmium as seen above. Once I lowered the Q limit below the magmium patent, the vulcium patent
