New-style cities don't use town squares. You can place buildings anywhere you want, if you connect them via road (sea or air) they will take materials from each other.
So start by building a mine, the "Quarry by Haxus" is a good basic mine blueprint, and forage the stone for it. Once you have a mine you can collect stone with it and construct other buildings. Make some homes and farms so you can get people to work the mine for you, so you don't have to do it all yourself.
To formally make it into a city you will need a capitol building and a police station. But they aren't required to make a "city" do work.
