add a options to not update the texture files for things like power suits and skins and foliage so we can customize client side

Launch game directly without launcher, this will skip verifying process

Or you can use a custom launcher that doesn't replace the specific files. I have been adding that to my third-party launcher.

Foliage textures on the other hand are randomly generated and saved in the Hazeron temporary files. So those likely can't be overridden.
