I'll throw a character in there.   

What is the starting mechanism? 
Have player made human avatars join the empire are all over the galaxy?
Join at character creation?   Need to provide the exact Empire name so newcomers don't go off creating a new empire if you want all of them centralized and creating colony star systems closer to the Capital sector.
