Can't Bulldoze Crater Under Grade/Road

I am unable to bulldoze a crater that is under a graded area.

Same apply to roads under a graded area.

The preferred order of bulldozing would:
Crater > Building > Road > Grading/Landscaping > Biodome/whatever

But another way of selecting the desired building/road/whatever to bulldoze when they overlap would be nice.
It was suggested once that maybe the mousewheel or arrow keys could be used to switch between things under the cursor.

A selector, mousewheel or keyboard, would really be best. I've felt this would be useful for a long time. Even more so now that ordinary building sites can overlap.

This is done. Mouse wheel and right|left arrow keys will move forward|backward through the possible targets.
