Banks allow a city to collect revenue from it's citizens, as well as taxes and sending tribute to the capital.

Banks also allow a player to collect rewards from the bank, which can be seen in the Governance (F12) window on the rewards tab as "Government Debt".

The number of levels and TL of the banks building makes no difference.
