The church is a special morale building. It is one of only two buildings that actively boosts morale. Only 2 jobs are ever taken up by the church no matter how many levels are constructed.
Morale Bonus
For each level above the required amount, the church gives +1 morale, up to +2.
Since there is no penalty or cost for building more church levels than necessary, it is recommended to just always build the maximum number of floors when resources are available.
