No. Biodome is a superstructure.

Yes, It currently is a superstructure, It's also a wide tract of managed land which sounds awfully like a park. It could most certainly be used as a park as well.

Just build a park in the biodome?
Not all biodome blueprints have to have grass and plant life inside, it is an option.
