I think it would be far more reasonable for you to give these new players an ultimatum, rather than outright destruction.
Get them involved in current events, don't just destroy them over something they don't understand and can't do anything about.

You could join up with one of the other empires as well. This sort of behavior will not be tolerated at time of release.
Sensor networks take time and maintenance to setup.
