The player avatar doesn't re-fetch tools from city/connected city inventory once it has used up its durability, but citizen construction worker pops do.

This is fixed.

The run construction process code does two things. It fetches materials and it applies labor to the process. The bug caused materials to only be fetched when a required component was missing. Fetching was not performed when only optional components were needed.
